Regardless of age, everyone must continuously improve their knowledge and abilities, including skills for operating in a digital environment. This enables effective responses to future technological challenges and ensures continued competitiveness in the labor market.
Lifelong learning is a holistic process, consisting of progressively advancing stages of structured education, which positively impact the social status of the learner.
It offers opportunities to increase competitiveness, broaden perspectives, and improve quality of life.
Digital skills refer to the knowledge and abilities that allow for the effective use of technological tools in both personal and professional environments.
We present an online platform for assessing digital literacy and skills. Upon completion of training, each participant receives a personalized certificate reflecting their level of engagement in the digital world. You will be able to assess your digital competencies—from the ability to handle basic general digital skills to navigating e-services, government portals, and the National Framework for Teachers’ Digital Competencies, which is based on the European Framework for the Digital Competence of Educators (DigCompEdu).
Educators will be able to leverage digital technologies to enhance education quality and introduce innovative approaches into the learning process. A unified international educational space requires alignment of digital competency standards with DigCompEdu.
The goal of the DigCompEdu Framework is to define and describe the digital competencies specific to educators at all educational levels, in alignment with the European Framework for the Digital Competence of Educators.
The certificates you receive are a testament to your proficiency in general digital skills, as outlined in both the National Framework for Teachers’ Digital Competencies and the European DigCompEdu Framework.

QazOpenDigEdu

QazOpenDigEdu is a Kazakhstan-based platform for open digital education that provides access to micro-qualification educational programs in digital competencies and skills, as well as advancements in the field of artificial intelligence. The platform was created by the National Academy of Continuing Education (NADO RK), the Alliance of Engineering Education of Kazakhstan (AIOK), in collaboration with the Department of Artificial Intelligence and Big Data of Al-Farabi Kazakh National University, and the Logotherapy Center of Central Asia of the Viktor Frankl Institute (Vienna, Austria).
A key feature of the platform is the ability to identify the necessary digital skills and competencies based on framework approaches to their assessment, in accordance with widely accepted international standards.
We present the project “National Framework for Teachers’ Digital Competence of Kazakhstan (QazDigEdu).” This framework has been developed with consideration of the structure, understanding, and general logic of the European Framework for the Digital Competence of Educators (DigCompEdu).

Project Goal:
To develop systemic digital competencies and skills among educators in Kazakhstan’s educational institutions, aligned with international best practices.
We aim to gather all relevant educational developments and proposals from institutions across Kazakhstan onto a single platform, providing access to everyone interested in digital technologies in education through a “one-stop” approach.
A unique aspect of our courses is that each is designed around the development of specific micro-qualifications. These micro-qualification programs are intended to deliver targeted knowledge, skills, and competencies that meet social, personal, or market needs.

Mission:
To create and promote high-quality open education in artificial intelligence and digital technologies as a unique environment for lifelong learning and as part of Kazakhstan’s continuing education system.
Each course has undergone expert review by the Educational and Methodological Council of NADO RK.
The National Academy of Continuing Education (NADO RK) holds international institutional accreditation.

Digitalization touches all areas of modern Kazakhstani life, and without basic digital competencies, it becomes practically impossible to function effectively in society. In this context, Kazakhstan is actively developing digital platforms such as eGov.kz, which offers over 700 government services, and Kaspi.kz, providing more than 10,000 online services.

Assessment of Digital Competencies

In European Union countries, there is a practice of assessing citizens’ digital competencies with the issuance of “digital driving licenses.” In Kazakhstan, a similar initiative is proposed by NADO RK, planning to create a national system for assessing key digital skills and competencies. This system will include:

  • Lifelong learning
  • Certification at different levels of digital competencies

List of Professional Development Courses

To improve the digital competencies of Kazakhstani citizens, a variety of courses are offered, covering both basic digital skills and the use of key digital platforms:

  1. Basic Digital Skills:
    • Confident use of personal computers and laptops
    • Working with mobile devices and internet technologies
    • Fundamentals of information security and protection
  2. Skills for Using E-Government Services:
    • Effective interaction with the government services portal kz
    • Use of online services such as kz, Halyk Bank, Aitu, SENIM, and other digital platforms
    • Accessing necessary electronic services without leaving home

General civil digital competencies (computer rights)

Testing will be organized to evaluate citizens’ digital skills, covering two areas:

  1. Basic digital skills
  2. Skills in using e-government services (eGov.kz, Kaspi.kz, Halyk Bank, Aitu, SENIM, and other platforms)

Evaluation of Test Results

Test results will be scored on a scale from 0 to 100, divided into categories:

  • Excellent: 90–100 points
  • Good: 75–89 points
  • Satisfactory: 60–74 points
  • Unsatisfactory: below 60 points

Thus, the creation of a digital competency assessment system in Kazakhstan will contribute to raising the digital literacy level among citizens, equipping them with the necessary skills for successful life in a digital society.

Understanding and mastering general digital competencies forms the foundation for further development of digital skills, especially in the context of education. It is essential that educators, as key figures in the education system, possess the necessary digital competencies.

Kazakhstan’s digitalization policy is closely linked with the reformation of the education system. For educators to perform effectively in their professional roles, it is crucial to enhance their digital competencies. According to regulatory documents, digital competencies for educators are defined as:

“The requirements for the responsible and meaningful use of digital skills in specific contexts (education, work, personal or professional development).”

The National Academy of Continuing Education (NADO RK) has developed tools and parameters for monitoring and assessing educators’ digital competencies, aimed at integrating them into the overall assessment of professional competencies.

The “National Framework for Teachers’ Digital Competencies” – QazDigEdu, based on the European Framework for Digital Competence of Educators (DigCompEdu), identifies the digital competencies required by educators to meet professional standards.

The QazDigEdu framework includes 22 competencies, grouped into six core areas:

Educators are invited to self-assess their professional skills in the use of digital technologies in the educational process. The assessment consists of 22 questions. Based on the analysis of the responses, each educator will receive an individual report with recommendations for improving digital competencies and specific steps to enhance professional development. Participants will receive a personalized certificate confirming the results of their digital competency assessment.

Assessing teachers’ digital competencies and skills is a crucial step in their professional development. It not only helps identify areas for improvement but also contributes to creating a higher-quality educational process.

The questionnaire is based on the European Framework for the Digital Competence of Educators (DigCompEdu) and includes 22 competencies, grouped into six key areas. Each competency corresponds to one of six proficiency levels: Newcomer, Explorer, Integrator, Expert, Leader, and Pioneer.

Purpose of the Questionnaire:

  • To encourage and motivate educators to use digital technologies to modernize and enhance the educational process.
  • To identify strengths and areas for growth in the use of digital tools and technologies.

How It Works:

Teachers answer 22 questions covering all competencies of QazDigCompEdu. Based on the responses, each participant receives an individual digital competency profile, including a total score and personalized recommendations for further development.

Interpretation of Results:

  • Newcomer (A1): Score below 20. Needs to develop digital skills for educational use. The report provides specific steps for improvement.
  • Explorer (A2): Score 20–33. Understands the potential of digital technologies and is willing to learn. Requires active integration of digital tools into the teaching process.
  • Integrator (B1): Score 34–49. Experiments with various digital tools in different contexts. Should deepen understanding of their application in diverse teaching strategies.
  • Expert (B2): Score 50–65. Confident and critical use of a wide range of digital tools. Seeks new solutions and regularly analyzes the effectiveness of different approaches.
  • Leader (C1): Score 66–80. A systematic approach to using digital technologies in education. Willing to share experience and mentor colleagues.
  • Pioneer (C2): Score above 80. Constantly seeking innovative solutions and striving to improve modern education.

The results of this questionnaire not only help educators understand their current level of digital competence but also serve as a foundation for further professional growth. Each level of digital proficiency opens new opportunities for teachers to enhance the quality of education and equip students with essential skills for success in a digital society.

The National Registry of Digital Competency Certificates is a centralized platform that records the achievements of Kazakhstan’s citizens in the field of digital skills and competencies. This registry serves as a key tool for monitoring and assessing the level of digital literacy across the population and ensures transparency and accessibility of information regarding qualifications.
